According to the Delaware Department of Natural Resources and Environmental Control, 22% of beach cleanups over the past year reported insufficient volunteer participation and coordination.

Local nonprofits and grassroots organizations, particularly those serving economically vulnerable communities, face barriers such as limited funding, staff shortages, and a lack of technical expertise in executing large-scale cleanup operations. Many volunteers from these groups are passionate but lack the training necessary to carry out effective and organized cleanup initiatives.
